We consider the Power to nominate two other

members as at present should be retained by the Governor.

We agree that one member should be elected by

the Chamber of Commerce and one by the Justices of Peace.

In order to meet the complaint that a large

number of people here are without a vote we consider that

two members should be elected by an electorate such as the

Jury list and thereby give to European and other residents

here as much if not more representation than they would

possess if domiciled in Great Britain.

We consider that no restriction or definition

of those to be so elected should be laid down beyond that

they must be British subjects.

The unofficial membership of the Legislative

Council would thus become eight against an official repre-

sentation of a like number and in that case a casting vote

should rest with the Governor and whenever legislation is

passed by means of the Governor's casting vote we suggest

that it should not be enforced until it has been submitted

and approved by the Secretary of State for the Colonies

suve in case of urgency.
